David Graham is a veteran local government leader having worked for the County of San Diego and City of San Diego as well as a stint in private sector public affairs. He is the Chief Innovation Officer for the City of Carlsbad the first position of its kind in the San Diego region. His work includes creating the first all-electric car-share fleet in North America, an open-data platform for development permitting, and the largest municipal Internet of Things platform, using smart streetlights, in North America. David is a Boardmember of Cleantech San Diego, Boardmember of SCALE, and a founding member of the MetroLab Network.
David also serves as a national and regional leader in smart and sustainable communities. He co-chairs the Civic Innovation Executive Certificate program at the Technology and Entrepreneurship Center at Harvard University. As the Co-chair of the UC San Diego Civic Leadership Council for the School of Global Policy and Strategy, David is instrumental in bringing public sector insights to academic programs. He also is also the co-chair of the San Diego Smart Cities Alliance.
His passion for land use, civic innovation and intelligent infrastructure has led him to be a recognized leader and regular conference speaker nationally and internationally
